When people settled eastward in the plain in Shinar (2, 10:10), with the benefit of everyone speaking one language, they conspired to go against God's will. They wanted to build a city with a tower reaching the heavens. Their desire to make a name for themselves resembles Eve's desire to become like God (Ge 3:5,6). Instead of living according to God's blessing to subdue the world and be stewards of God's creation, they desired to reach God with their wits.
So, God confused their language to stop the project, and they were scattered. Those who understand modern science and technology know the plan of the people of Babel was ridiculous. While they were setting themselves up for failure, God redirected them to go out and conquer the world, fulfilling his will. God already knew every inclination of human thoughts was evil (6:5). They knew no boundaries in conspiring against God (6).
God showed his love and grace by confusing their language and stopping their self-destructive work. God's plan would not stop there. He was raising one man from Shem's descendants who would establish a covenant relationship with him.
Application: Father, you are almighty and in control. You do not waver by human conspiracy. I pray for your will to be done on earth. I belong to you. Please use me for your good purpose.
One Word: God fulfills his will
