1. Should not shepherds take care of the flock? (1- 10)
God pronounces woes to the leaders of his people Israel. They took advantage: eating, clothing themselves, but did not take care of the flock. The weak were not strengthened, nor the sick healed, or the injured bound up. The strays were left lost. God is against such leaders and holds them accountable. Leaders should be shepherds first and foremost (1Pe 5:2).
2. I myself will tend my sheep (11-31)
God declares: "I myself will tend my sheep...will bring back the strays...will bind up the injured and strengthen the weak..." He will protect them, separating sheep and goats. He did this by raising over them one shepherd, his servant David. Jesus is the Son of David, our Good Shepherd (Jn 10:11, 16). He tends God's sheep, setting us free (27) from sin and death through his death and resurrection.
