1. Those who tremble at my word (1-17)
Jews of Jerusalem put much stock in their temple rituals, yet hated and excluded those who tremble at God's word. God is not deceived. No temple is worthy of him, and he sees beyond their rituals, saying "they have chosen their own ways." Out of his judgment on them, Jerusalem will give birth to new children. Those who are humble and contrite in spirit will be blessed, receiving God's peace and comfort, as a mother and child. All others will be slain in wrath.
2. All nations will see my glory (18-24)
God's plan is mysterious; he will draw all people of all nations to himself, and reveal his glory to them through a sign, perhaps Jesus' death and resurrection. Peoples of all nations will proclaim his glory, and bring God's scattered people back to him, even appointing them as priests. In his new heavens and new earth, his people will endure forever. Continually all people of all nations will bow down, worshiping the LORD forever.
