1. will punish Assyria (5-19)
Now God judges Assyria, because she did not know that God was using her as his rod against godless nations and Israel who angered him. Assyria thought she was great like God with her own intention, mind and purpose. God will punish Assyria when God's purpose to discipline Jerusalem is finished. God will send diseases and Babylonia to destroy Assyria in one day. It is a great privilege to be used by God. But it is a great tragedy to be proud before the Sovereign God who can use anyone for his purpose.
2. He remnant will return (20-34)
In that day the remnant will return. God always keeps his remnants in the midst of judgment. These remnants no longer rely on super power nations or idols. They are those who rely on the Holy One of Israel. They return to the Mighty God even after harsh disciplines. God's work carries on, not by unbelieving people who are like the sand in the seashore, but by a small number of holy remnants.
